"Where do the lawn/mower leaf blowers in Weho come from?"

Well, when a Mommy leaf blower and a Daddy leaf blower love each other they get married. Then, a Stork leaf blower brings them a Baby leaf blower.

Oh wait, you said WeHo. Oh, they just adopt.

The first guy goes through with the lawnmower and cuts the grass. The next guy goes behind him with the blower, cleaning the grass cuttings. That's why they are called Mow & Blow.

They must come over to Weho from Pasadena...because they are loitering about all morning - early, early morning, at that! - blowing dust and scattering leaves all over the sidewalks in a VERY loud fashion. And btw, who thought this was a good idea, anyway? They just scatter the leaves/dust, that's all.

Yes. That was back when Americans did manual labor in this city and they hadn't yet been priced out of the market.

Evidently. My landscaping bill went up when the came up with that law, since it takes more time to complete the same task.

I never once thought that was the case.

And then you have the disgruntled lawn worker who blows the debris into the path of passing cars. The trick is to let off the gas so you have enough time to roll the passenger side window up.

I'm not a lawn worker, though I do that same sort of thing occasionally with sprinklers to passing cars that are speeding. I give myself extra points for a lowered passenger side window, and even more for convertibles.
