Hate to tell you, but you will be tourists. You don't have to go to the usual places that people less cool than you might go to, but you will be tourists. Getting a hotel room might be tough if the other person isn't over 21 and a relative, but check with hotels. You could go to Magic Mountain, which is an amusement park (and tough to get to by public transit) but heavily oriented towards roller coasters, and popular with teens. Knott's Berry Farm, in Buena Park, also has big roller coasters, and similar thrill rides, etc. Even Disney California Adventure (separate from the Magic Kingdom) might suit you. And there's Universal Studios (more amusement park than studio).

Just want to meet local teens? You could go skateboarding along Venice Beach. Surf lessons in any of a number of locations. You could hang out at shopping malls, etc. You won't be a local, so don't worry about that. If you can be more specific about your aims, it would help.

If your friend is not at least 18, then I say go somewhere else this year, try Europe. In 2014, when you are 18, you can do America. I doubt the economy could get any worse but at least you would be of legal age to do many things including rental cars (though they probably ding you for being young).
