I would say Westlake is only slightly sketchy and the area can be hit or miss. Near MacArthur Park isn't bad and near downtown is becoming nicer. Depending on who you ask, the eastern boundaries are questionable. I draw the line at the 110, but some people say downtown extends a little bit west of the 110.

To OP: Koreatown has studios in that range, and isn't quite as nice as Miracle Mile but is close by
