Default Licsence and regisrtations please

Hey there.
I am new here, and I am going to stay in LA for the next year (hopefully).
So, I wantd to know a bit more on the regulations concerning 2-wheel vhicles.

What I wanted to know is if, as a 2 weller, I am aloud to park wherever I want (that's how it is on my country).
That's one thing.

And the other thing is - where can I find a scooter/motorcycles for sale (I mean 2nd hand ones) ?

I'm pretty sure the parking rules for Motorcycles is the same as cars... no parking at red curbs... etc.
