There are usually many more apartment buildings that have vacancies that do not advertise online. I walk around my neighborhood and see various vacancy/for rent signs, but when I check out sites like padmapper, craigslist, redfin and they are not listed. Maybe it is because the landlords are not tech savvy or dont want the expense to place their rentals online, who knows. If you have time, you should come to LA, stay in a motel and drive around and call.

DTLA to Westwood commute is only bad if you go during rush hour. If you go let's say after 10am form DTLA, the 10fwy is generally free flowing, up until the 10/405 interchange and it slows down, but it isn't a parking lot. Afternoon traffic is a different story, and rush hour seems like 3pm -7pm. You can try looking into areas like Westwood, West LA, that area east of Century City, Palms and Mar Vista if you want to be closer to Westwood.

FYI Gemini, why not just go walk around downtown a bit? Spring and Main street 4th-7th is the area most likely to have rentals that are not breed restricted. The park did get completed on Spring between 4th and 5th though the lawn is currently being redone. Your budget is fine. Parking may be a PITA though depending on the building you live on.

I notice you said you have concerns about downtown. Most of what people caution about is based on complete ignorance. I can tell you that for instance, at around 5 in the evening some of the female employees in the Ronald Reagan state building literally fly out of the building and across the street to their parking garage because unfoundedly they are literally scared out of their wits. These employees, many of whom have been working there for years, are unaware that the area is one of the safest in downtown. They have a completely false image of where they work.

In similiar fashion, a male co worker just told me today that he had to come back to downtown the other night. He was literally astonished how many people were out and about. Even though it's been that way for 5 years +. So here's this guy who has worked downtown for over 15 years and he is completely unaware of the makeup and nature of the neighborhood.

Point being that people making downtown out to be some spooky dangerous place really have no clue what they are talking about.

That said, you may want to try finding something closer to ucla. I'm not sure it will be an easy task though with a dog that size.
