what is the purpose of this rediculous law requiring an agent of the owner to live on site?

Is it typical in rent controlled areas that service goes down when rents are under market rates?

Benny,
If my city does not have any on site manager requirements (I live in Monrovia, CA), do I still have to follow the CA state code of hiring an on site manager if I have 16 or more apt units? And if so, what is the maximum amount of rent I can charge? I saw your quote up there, but not sure where you got those numbers or if they are still valid for 2011. Thanks much.
