It sounds safe from what it says here:

90068 IS the eastern Hollywood Hills, with a very small part in the flats, however the area in the flats would be Franklin Village which is similar to Los Feliz next door. I'd consider it safe. It doesn't demand the caution that 90028 and 90038 do (both of which vary greatly, some parts of both are good, some parts of both are bad).

The western Hollywood Hills are either in 90046 along with much of WeHo and parts of the Fairfax District, or 90069 along with some parts of WeHo. (The third zipcode that covers West Hollywood is 90048, but that doesn't go into the hills.) Both of those zip codes have no bad neighborhoods.

Is Los Feliz in West LA considered an upscale hip area? Can anyone recommend some high end apartment communties in Los Feliz?

Yes it is a very nice, pleasant, upscale and hip area, and probably the nicest place in LA to live in (except for the schools issue), but Los Feliz is not in West LA or on the Westside. There are a number of controversies over what to call the region of Los Feliz, Silver Lake, Echo Park, Atwater Village, etc. - given the term "Eastside" refers to Los Feliz and Silver Lake long having been the farthest east of any LA communities with large numbers of non-Latino whites (nowadays, Echo Park and even downtown do as well, but this was not the case until the last decade), it's considered ethnically charged. Los Feliz, Silver Lake, and Echo Park are all in the LAPD's Northeast Division, so perhaps "Northeast" would be the proper term.

The Westside starts/stops at Fairfax - although this definition does exclude a sizeable part of West Hollywood, which is considered a Westside community. There are other definitions which claim La Cienega to be the border (it's the border between the 310 and 323 area codes, but said definition would not only exclude most of WeHo but also parts of Beverly Hills and Culver City).

Los Feliz is next door to Hollywood, as I had stated. There are very expensive buildings on Los Feliz Blvd. ; Griffith Park Blvd. between Los Feliz and Hyperion also has some of Los Feliz' nicest buildings. It's architecturally one of the most interesting neighborhoods in L.A. - it was the "Beverly Hills" of pre-WW2 L.A. and thus is filled with amazing architecture, particularly Spanish-Moorish Revival and Mediterranean Revival, but also some Craftsman, Deco, and postwar Modern.

BTW, in addition to the upscale big apartment complex, Los Feliz has quite a few bungalow courts, a type of housing unique to L.A. in which apartments are gathered around a courtyard, and my favorite type of L.A. housing. Sadly, the bungalow court fell out of favor after 1950 (right when L.A. got zoning laws) due to the increased popularity of SFRs during the time and density laws favoring higher density of apartments. They're worth checking out.
