The decline has slowed, but I don't see much of a rebound. Some have moved back to LA and adjacent areas from the exurbs, but overall the "black" area of LA (North Carson, West Compton, North Gardena, Central and North Inglewood, South LA, and Crenshaw) is still shrinking. It will be gone completely in a decade or two at this rate.

But I agree about NYC. I was amazed when I was last there at how many blacks in NYC are Caribbean! There's always been a large West Indian presence in NYC, but it's really exploded in the last 15-20 years.

Much of the Southern California black population has moved to Las Vegas, NV in the past five years -- especially the southern part of the city below the Strip, but all over the city in general.

Las Vegas had their most recent and significant growth in the black population in the past five years, as a matter of fact. I think many in the So Cal black community are attracted to Las Vegas because of the availability of unionized jobs in the casinos and affordable rents in what has turned into a huge rental market there, thanks to the mortgage crisis of 2008.

California has lost over 3,500,000 residents over the past two decades according to Joel Kotkin.

Blacks have been leaving LA as Hispanics have been moving in (46% of the population) while white flight has been going on for over forty years.

A massive child shortage will devastate the state within 30 years as an extensive study done at USC by the Lucile Packard Foundation (she's the widow of the co-founder of Hewlett-Packard), caused by a massive exodus from the state of adults of child-bearing rates who simply want a better life, and won't get it as long as the Democrats are in charge, starting with three Bay Area pols who run everything, referring toBrown, Harris & Newsom.

Sky-high cost of living includes taxes and outrageous fees, terrible schools, zoning restrictions and crumbling roads with no hope of them being properly repaired

The two most important constituents of the Democrats in Sacramento are environmentalists and civil service unions, and especially the teachers, the most powerful union in the state.

When those two entities win and win big as they have for ages, everybody else loses.

Don't forget sky-high gasoline prices, which collapse by over $.60 per gallon when you enter AZ or NV, and solely at the behest of environmentalists.

Democrats just aren't friends of the middle class, and demolishing the national housing market stands as their biggest ever slap-in-the-face to the middle class here and nationwide.

having great weather is irrelevant when the government continue slamming the middlre class with nonstop tax increases and suffocating regulations.

Sky high cost of living is mostly a result of a expensive real estate market. That's not something that Sacramento or even local politicians have much control over.

Environmentalism is of paramount importance. I agree the teachers union can be ridiculous and self-serving at times, but it also prevents teachers from having their already low salaries slashed. Teachers in Chicago make an average of ~$75,000/yr versus LA's ~$60,000. That's in a city with a much lower cost of living than los angeles.

Also, the reason the black community in LA thrived during the 60s- early 80s was because of unionized labor, both in the public and private sectors.

Good. A less car dependent culture is where we need to be. And it's already shifting that way anyway.

Good point about salaries . It's amazing how low prices are in Chicago...sure they might not be the best areas but there are over 1,300 properties on the market in Chicago today under $50,000!

Parts of L.A aren't known as great such as Pacoima, Compton, etc...but they are generally over $250,000 these days. That's 500% more expensive.

You can live rent/mortgage free there - Buy a multiunit building and rent out the other unit(s)

The European Ethnics lost the cities and neighborhoods that were historically theirs through large-scale black migration to the north, the same way that people on here are now bemoaning blacks are losing historically-black neighborhoods in Los Angeles due to a Hispanic influx.

Again, if it is seen as "shameful" that blacks are losing historic neighborhoods in LA to Hispanics, why wasn't it also "shameful" when White Ethnics (Italians, Poles, Irish, Jews, Ukrainians) lost their historic neighborhoods to blacks in places like Philly, Chicago, Milwaukee, Detroit, Buffalo, Cleveland and Cincinatti?

Or, can we just agree that populations change and people move on to places to suit their needs?

Heaven forbid we use logic rather than emotion, right?

I dont know why you're being so smug about this. Of course anyone has the right to move wherever the hell they want to.

And anyway, lots of these European immigrants moved out of their neighborhoods because blacks were moving in. It was a decision based on prejudices and also the 50s-70s zeitgeist that saw suburban living as the ultimate manifestation of the 'American Dream'. Also, the kids of European immigrants generally assimilated into Anglo middle class America due to more social mobility of the time and less inequality which in turn changes the character of these ethnic enclaves.

Black people, like all people, should live wherever suits them. It's just unfortunate for our city that that place may not be here.
