First thing you need to do is what is called a "feasiblity study or analysis" where by the highest and best use of the site is determined. Bascially you need to know if a shopping center or strip mall will "pencil" on the land you are inheriting.

There might a reason there is no developmnent there, i.e., the area is a small town with not enough of a population to support retail.

Build a structure that can be easily added onto if the opportunity develops and open up your own grocery and drug store..
Then use the profits from the businesses to expand.
