The tourist areas are pretty much all white except for the help in hotels and restaurants.

I'll edit myself... I mean the tourist areas are quite white and it feels quite segregated in certain areas. Just my observation and from what I have read.

In addition to SlausonRosencranz' useful upgrade, potential relocators unfamiliar with L.A. should also know that most of the areas that seem to be "white" are very sparsely populated foothill, mountain, parkland and desert areas. The Palos Verdes peninsula, coastal areas, and the westside would be more indicative of this demographic as actual residents. They would also require tonnage of cash.

Echo Park may be going from Latino majority to no majority, if it's not already there. Silver Lake on that map is split between no majority and Latino majority - now it's split between white majority and no majority.
Also, some of the no-majority west side areas are pretty close to majority Asian now - and that map doesn't even list L.A.'s South Asian diaspora as a separate group.

where are all the whites and blacks going then?

Some are leaving the state or heading inland. But more often, they're just becoming minorities in their own neighborhoods as more and more Mexicans immigrate and reproduce.
