Is the legal owner of this road in Long Beach, CA?
There is a street that runs under the 710 Freeway that has businesses on the other side of the 710 freeway. Is this street owned and maintained by the City of Long Beach, CA? Or is it owned and maintained by the property owner(s) of the business on the other side of the tunnel? There is a horse stable a Public Storage facility and the Metro Rail maintainance yard? There was an incident where the tunnel was flooded and three cars were ruined by the flooded tunnel. Does anyone know this information or know where to go to find this information?

You should start by calling the dept of street services and have the street name and closest addresses so they can map where your talking about.
If its a street, then its most likely maintained by the City. If its a private road, the city may have an easement for the freeway and part of the agreement was to build a tunnel so they would have access. Only way to find out is check with street service dept of long beach or los angeles.

I would bet the state owns it if it runs under the 710. It may be leased thou, any lease would require a heafty insurance bond.
What incident? If rain it would likely be years ago. You usually only have a year to file a case in court.

Sheared Water Hydrant
There is a water hydrant at the at the top of the road where it descends to the tunnel that runs under the 710 freeway. A motorist hit the hydrant and sheared it off causing the water to flood the tunnel before the fire department arrived to repair the water hydrant.

Wouldnt the damage be covered by the driver who hit the hydrant liability insurance? Or did the person ran over they hydrant get out and run then call police to say someone stole his car?
I really do think the drivers liability insurance should cover the damage to the cars that were flooded.

Comprehensive coverage on your own auto policy would cover that loss.
They would then subrogate to the liable party to collect what they paid you.
If you don't want to go that route/or car wasnt covered for property damage, you can contact the police dept and purchase the police report.
It should have the drivers info along with his insurance info as well.
You can contact their insurance co directly or go to small claims.
If it was a hit and run, you may be out of luck unless you can show someone else was negligent.

I have ordered the police report but havent received it yet. I didn't have comprehensive as the car was paid for and I needed extra money to pay other hefty bills and my math figures showed only 15% need for comp for the short time that I would have liability only. The car blue book is $22,000.00. If only there had been a sign warning of possible flood danger.
