South of the 101 in the hills is the "best" if you're renting a house, and you have a high budget.

Depends what you are looking for and how much money you have. Personally I think Calabasas is nicer and there are some condo complexes out there that might have for rent by owner units if you get lucky. Woodland hills is certainly more convenient for shopping and saves you a little time going into LA but not much.

woodland hills is a large neighborhood in the valley with lots of rental options. if you're looking for apartments, i've heard from coworkers that the warner center area is quite nice with lots of newly built buildings to choose from.

Both Woodland Hills and Calabasas are nice area overall in general.

There isn't really a "bad" part , as in dangerous or whatever.

Woodland Hills I think is more convienient as a location , probably more variety in shopping ,etc.

I agree Warner Center is pretty nice and the area will have a lot more going on when the big "Village" project opens up.
