Sound like you are picky about the area. Heck, why not stick a "close to the beach" requirement?
Research the rents in general for the SoCal area. Within five minutes you'll know if you should even bother applying.
If you can afford it, then apply.
Live near the campus, preferably within cycling or walking distance. If USC then be careful as it is a rough neighborhood.
What are you going to be majoring in? If it is basket weaving then by all means come to LA and enjoy yourself. If it is a major that requires the 40-60 hours per week of studying, paper prepartion, labs, coding, presentation, and research, then when will you find time to enjoy the amenities? The weather in LA is a major distraction for a college student. It's February and 72 degrees and there are chicks in bikinis highlighting their textbooks in the sun.
You have a choice of debugging 15000 lines of code program or biasing a transistor or joining them.....
Here's how I spent those 72 degree sunny February days. So fun.
