Not quite. Cops fudge the rates of solved crimes to make it look like they're solving more crimes than they actually are. The higher the crime rate the more likely police chiefs are to lose their jobs. Crime always has to be going down. It's like a corporation and profits, but in reverse.
That happens occasionally (it happened recently with the LAPD) but the reverse is more common (the LASD is notorious for fudging upwards). It's in the department's interest to overstate levels of crime - more of a problem and crime going up means more money. If crime is always going down that means less money. Econ 101.

Police chiefs rarely lose their jobs unless they really screw up badly.
