Most likely for air circulation or to reduce heat.

Probably not as likely in a cold environment where you would want to keep heat in and the cold out.

In L.A a lot of the building stock is old too and doesn't have Central A/C .

Having the door open especially in the summer time can help to cool down the living space.

You can think of the door like a big window

You mean like wide open? They're probably home and live in nice area and don't have A/C.

People in my building do this a lot. It is to increase circulation as the building is one of those 0-shaped courtyard buildings with all of the doors facing the center. With a window and the front door open the apartments get a nice breeze, I notice this on the top floors more than the bottom floors, probably because it is breezier up there (and less foot traffic).

Lack of AC and/or windows or windows in right direction to catch breezes. They should get the landlord to install a screen door as its not a good idea to leave ones front door open for safety reasons.
