I would stay our of Harbor Gateway 90502 and parts of 90501. I can't say for sure it isn't safe but it isn't really Torrance and you don't get the same schools and services you do in Torrance proper.
90501 has nice parts in Torrance. Old Torrance has a nice small town kinda vibe with cute old houses and the old walkable business district if you are into that sort of thing.
What part of Detroit are you coming from?

Since you have a three year old who will be starting kindergarten in two years you might consider areas that are served by elementary schools with a Great Schools rating of 8 or better. Here's a list of elementary schools within the Torrance Unified School District.

I live and grew up in Torrance and it's a great city. 20 minutes away from the Airport, 10 minutes to the beach and the Torrance YMCA is a great place for families. I would definitely look in Torrance, Redondo Beach, or even Palos Verdes if you can find a good apartment. PV, Hermosa Beach, and Manhattan Beach are where the rich in the Southbay go. Beachfront property is small and expensive. But education in the vicinity is excellent.

If you decide on looking in Torrance, try to stay west of Western Ave. and south of Artesia Blvd. if you can (just my opinion). The best area in Torrance is in the 90505 zipcode supposively.

There are many great preschools in Torrance too.
