This is more of what I was getting at. The smaller cities that are wealthy, like West Hollywood or Beverly Hills, and the medium sized cities like Pasadena or Glendale are different. The lower income, more blue collar cities are the ones I was thinking should merge. Like if Artesia and Cerritos merged, or Maywood, Pico Riveria, and South Gate merged and had their own school districts. I know it is unlikely, but you never know. Cities have merged before.

Maywood, Pico Rivera and South Gate are not adjacent cities.
