I would choose Rancho PV since it's more "urban."

It's expensive but nothing like the west side. In fact I'd suspect it's one of the more affordable truly upper class parts of Los Angeles County

When my parents were looking to purchase a home in the 1960s, they considered Palos Verdes yet ended up buying in Baldwin Hills. I have fond memories of visiting Marineland, which is now the Terranea Resort and attending Marymount Palos Verdes College in Rancho Palos Verdes for a year. The view from the campus of Catalina was spectacular. If I were to move back to So Cal and money was no object, I would consider Palos Verdes. I love the Mediterranean architecture and feel of Palos Verdes Estates on the western side of the peninsula.

I believe the OP was inquiring into a harbor view, which would involve searching in the Miraleste neighborhood of Rancho Palos Verdes on the eastern side of the peninsula:

Best view of the port is in San Pedro. You get a view of the cruise ships. I know because my friend just sold her condo on 25th street and Gaffey. She had an awesome view. You will not escape congested areas...and Palos Verdes is expensive so make sure you have lots of money.
