Umm, actually... Sylmar is also part of the City of Los Angeles.

Retailers are exasperated -- and empathetic -- over number of homeless streaming to Sylmar strip mall - LA Times

Sylmar being under the jurisdiction of the LA City Council and LAPD is subject to the same homeless policies as other places which are, and thus has the same problems as other places which are unfortunate enough to be in the city of L.A.

I haven't been in San Fernando in some time but I wonder if they suffer from these problems as much as the neighboring areas within the city of L.A. San Fernando has lower crime than many "nicer' parts of the Valley let alone parts of the Valley with similar demographics, because it's its own city and has its own department.

San Fernando is only 4 square miles and 23,000. I drive through there, my mechanic and bank are there. I see very few homeless, actually none.
