Something tells me forcing someone to climb to the top of water tank and through a small hatch would not be the easiest way to murder them. She died of drowning which means she wasn't just stuffed in there after she was killed. Her clothes were floating in the water tank with her body. Weird I agree but it doesn't scream foul play given her bipolar disorder.

The exact cause of death and the clothes are up for debate. There was some water in her lungs, but not enough to have drowned her by some accounts. That amount of water could have gotten in her lungs while she was dead in the tank for so long(people who die before being thrown into water tend to get water in their lungs from the water going down their open throats). And some reports say that her clothes were in the tank, some say they weren't found. I tend to believe they weren't found because if they were in the tank for weeks they would have clogged up the pump/pipe and it's really hard to take off your clothes in water.
