I've been to DC several times and I am familiar with Silver Spring and other spots in Montgomery and Prince George's. I'm also a Southern California native that still has family in the area. My wife also lived in Silver Spring many years ago and worked in Virginia at that time.

I can't decide for you of course, but if my choices were between staying in or around Glendale and moving anywhere in the DMV, I would stay put. Traffic and cost of living are what-and-what in both places. L.A. as a whole simply wins out over the DMV in my opinion unless you have a government job (which I assume you are not seeking based on your posts).
