I know the coupling seems random, but I'll be moving to one of these cities in the next few months for grad school. I know for example that New Orleans is cheaper, and that Long Beach has better weather, but I have no first hand experience. Has anyone been to both cities, and can share your opinions/observations?

(I'm thinking about money, transportation, jobs, convenience, diversity, and overall enjoyment of life. Basically anything important.)

They are both interesting places. You can have fun in both. I think you should make the decision based on the school, what you plan to study and how much funding you'll be getting (if any).

If you want a smaller provincial city with loads of fun and nightlife in a small footprint go for NOLA. If you want a world-class city with amazing cultural opportunities , symphonies, dance companies etc go for LA. You'll need a car there. Bottom line is you should go for the best school you can get into.

To insinuate that New Orleans has less culture than Los Angeles is ridiculous. While I agree many tourists focus on the partying; residents know about the culture and arts. There are five major universities within the city limits.

But the OP wouldn't be moving to LA. It would be Long Beach. I can't imagine a grad student going to LA that frequently. New Orleans seems like the better fit in this situation, IMO.

OP also consider where you want to live after grad school. Cal State Long Beach may be a better school, but it would be harder to move to New Orleans and find a job there as compared to if you went to school there.

You don't like New Orleans? Is there a reason you are still there?

You don't know enough about the OP's situation to make this statement. Precisely why I try not to take any free advice on the internet.
