This is kind of interesting . This is for homeless people living in vehicles they own .
Couldn't they sell the vehicle to pay the fines and then get a bus ticket out of town ?

Shouldn't everyone be given the option to do community service instead of paying a fine ?
Especially when many non homeless people are struggling to get by in L.A?

Seems like it could encourage these people more
"Oh it's not a big deal if I get a ticket .. I'll just have to do some community service "

"The city council unanimously approved a pilot program they said would help the homeless avoid hefty citations in exchange for community service."

"A lot of them have citations for jay walking, they have citations for littering," he said. "For the city council to pass this thing, it's wonderful, but again, how do you solve the homelessness issue especially when someone owes several thousands of dollars in fines"

"The pilot program could be established in less than two weeks with the goal of expanding to low-income communities."

Of course they could, but our administration is full of faux feelers who cherish the homeless...especially the ones that violate laws.

No, because that would curtail our administration's plan to fund irrelevant projects on "behalf of the people".

Exactly. Faux progression.

If you make it easy to be homeless you attract more and more of them.

Well, this may be good. The community service work thay can do is clean up the areas around homeless camps. Those places are disgusting. So yeah, this may not be a bad idea if they make these people clean up the trash around those camps.

1. The could, but they (presumably) want to live in L.A., so while I agree with your premise, they may (and likely do) not.
2. They sell the car and get out of town. Then what? Their car is the roof over their head, for better or worse. And it doesn't solve the problem of the infractions they have already committed and owe money for.
3. Who would buy most of their cars for anything other than scrap, anyways?

I think it should absolutely be an option for others. I think in some cases it actually is. The problem is, most people who are gainfully employed, even when they make peanuts, would be better served working in their own jobs and paying off the fines, rather than using that time for community service. CS counts for what, $5/hr at last check?

Yes a little litter pick up, etc., is better than a ticket they will never pay.

Yeah its a worthless ticket. The homeless will throw it away and the police aren't going to come looking for them so no consequence.

Why would they sell their cars in order to buy a bus ticket? They'd be homeless AND carless, in their new town. With the car, if they are able to scrape up gas money and keep it from being stolen, they have transportation to work should they find a job.

It's called Alternative Sentencing and it is available to anyone, based on individual financial circumstances. It's not absolutely free though, and community service really is a time burden.

Won't work for everyone but I think this is a good idea to help mainstream certain people who've fallen through the cracks. Because otherwise, look, they don't have the means to pay heavy fines. Might as well let 'em work it off if impounding is the alternative.
