I'm stuck with a battle against the LA City Parking without anywhere to go. I would really appreciate any advice since I have never dealt with legal issues before.

I got a street cleaning ticket on 5/20/2016. However, the sign was clearly graffitied and I didn't know that area was being street cleaned. I sent a picture online for initial review. The email responded saying results will come out in 120 days. I called and called, but no results came out, even on January 2017.

I just called today and they said parking enforcement officers checked it out on January of 2017 and said I was responsible for the ticket. The decision apparently came out 1/20/2017 (8 months after my initial review) and now I'm responsible for twice the penalty.

They said the last call I made was on October 2016, but I have a ATT call history clearly showing I called January 2017. Here's what I'm planning on sending them:

1. The picture of the street cleaning sign that was graffitied.
2. My phone call log to the parking center on January to dispute their claim I didn't check.
3. The email that stated I would get a result back in 120 days, but I got it back in 240 days.
4. No mails was received because I changed addresses within the 240 days of initial review. They sent to my old address, but I changed my address with DMV on November.

The representative said I can't request a administrative hearing anymore because it's past the 21 days after review. What can I do if they don't hear me out? Do I have a strong case or will they dismiss my case? Thank you so much!

This excuse will not fly. There would be no reason for the City to check with the DMV for your new address.

Sorry to say but you should've just paid that ticket. You have better chance of getting out of traffic ticket than a parking ticket in LA.
