If you really wanna live in LA then just move there and job hunt ASAP. Don't give up.

First, it depends on your industry. I don't know how it is in health care, but in tech, you can absolutely get companies to push for you as an out of state candidate and even offer relo packages to get you going. Just because it's a big city doesn't mean it's swimming in applicants for high-skill work.

The other thing we really disagree on is the "just move here and get a job then" part. That, to me, sounds like the worst idea possible for one simple reason: let's say you move out here and find a place in Santa Monica. And then you find a job in Pasadena. You're in for a world of pain and - since you just signed a lease - you're hosed until you can get out of it.

Much easier to find a place to live based upon a job than to limit your job search to where you live. I'd have been livid had I gone down there and bought a house only to find I either had to sell it or tolerate a 2-3 hour commute because of the job.

At first, I sent out resume and got replies for interviews which was great but when I explained I didn't live in the area, they would say "sorry but let us know when you are".

While I was waiting for my occupational license, I decided to leave my address as it was on my resume, it didn't seem anyone was noticing anyway. I sent it out but this time I set up those interviews for 1-2 weeks later and booked a rt ticket for 3 weeks (in case I would called back) and a room and came over, renting a car. It was risky but I was able to sell my skills in the interviews and was offered the jobs. I then made the decision for which one was the best fit but they were all willing to wait for me which at the time was another 2 months!

Maybe you can try doing that. Set up interviews within a week or two, come on down and mention it during the interview after they offer you the position. You could just say you are finishing a project in Chicago and will be available starting "X" date.
Good luck!
I was thinking of doing something along those lines. Thanks

People do this all the time. You'll likely have to move first. Get into a sublet situation or something.

I made a connection with a staffing agency and I'm just going stay at a hostel airbnb. I feel better now that I've committed to a date.
