I can't answer for the SD ads, but here's your LA info:
The $1090 apartment on Washington. Not a desirable area, It's not horrible, but I wouldn't recommend it for a non-native.
The apartment on Beverly Glen big thumbs up that's the Brentwood/Westwood area.
The apartment in Santa Monica should be good. The income restriction is probably because they have to have a certain number of low-income apartments.
The 1920"s apartment. Big thumbs up.
As for the mortgage company, I would be very careful. Double check all information they give you with the city tax records. It's public information. Also talk to the owners and the mortgage holder. If this person hesitates, run. Do not use the numbers they give you. Look it up yourself on the internet or the phone directory.

Also!! totally forgot, what about the cost of driving, I k now gas is outrageous, as it is here...but what about car insurance and registration per year? I had a friend tell me they have a pretty intense process and its not exactly cheap. I think I pay around 150 a year for my car here ( just registration) and my insurance is very high> i lease a chrysler and im 22 so that should say enough! haha

The closest one to the beach will be Santa Monica, then Beverly Glen. 1920's is about 20 - 30 min from the beach.

Gas is about $3.50 per gallon right now. I don't know your driving record, but the areas you are interested in will be among the lowest for L.A. area. You can check the DMV website California Department of Motor Vehicles to find out what your registration will cost.
