I agree that the only entities that should have bothered the cart guy are the code enforcement or tax guys, not a private citizen who has no business with the cart guy.

Code enforcement ? That's a good one !
But yeah this guy shouldn't of taken matters into his own hands and will probably suffer pretty serious consequences .

Was the cart operator injured? My understanding is that only the cart was damaged, not the vendor.
