Pine needles are excellent mulch for blueberries, rhododendrons and other acid loving plants. Put an ad on Craigslist for free if they rake them and take them. Problem solved.

Are you being serious? Like road debris and chipped windows as a result of rocks being flung about, your neighbor isn't really responsible for what a tree naturally does. Go have a beer or smoke a phat J. It might calm you down a bit.

Does your neighbor hire a yard guy and you don't? Your purpose of having his compost bin full instead of yours falls flat. You still have to spend the time to clean up the needles/mulch.

Put solar panels in the shady area, and then use the rules that a neighbor's landscaping can't shade your solar panels to get him to cut the tree down.

Set his tree on fire with the intention to "only" burn down those branches over to your side of fence.
