A good idea for a reasonable period of time, but not an extended one like 9 months.

Better in a vehicle in a parking lot even if it's longer than 9 months than on the sidewalk laying on a piece of cardboard for 10 or 15 years.

True, except in a parking lot for an extended period of time would indicate a habit that keeps them away from work or no interest in working and would draw even more to the lots. Temporary fixes are good, but simply aiding and abetting the lifestyle is not as it actually hurts them more than helps them.

Plus people on cardboard have no RV in the first place, so the lots won't help them.

You might want to read the link to the article about the Santa Barbara parking lot, 40% are employed and 35% are senior citizens. It's much easier to work if you have a safe place to sleep and even easier if you have an RV where you can shower and change clothes. And I am not sure that by providing that parking lot any horrible lifestyles are being aided and abetted
