Why are you still asking questions about what to do when Electrician4you gave you sound advice?

You are being stringed along for what ever scheme that woman has up her sleeve with your money.

Why don't you get your money back and report her to he city for being a liar?

Why are you still hem hawing around?

I would go tell her to give your money back. If not send her a signature request cancellation letter and a demand letter for your deposit. File the non permitted work with the city complaint.
Once she doesn’t answer the demand letter file a small claims suit for your deposit. Bring all your proof and let the judge figure it out.

Most LLs are not afraid of lawsuits because 99.99% of tenants never file them

Sure. Don’t forget since you did. It take possession as the place wasn’t ready to move in that’s a huge plus on your end. Make sure you stop by and take pics. Get the time stamp or daily newspaper showing a date.
Hopefully she just returns your deposit and both gomyiur separate ways. I would never dream of doing such thing. I rent when the property is move in ready. I don’t promise anyone anything.
