Arrive to Los Angeles after 10:30am and before 4:00pm and you should be cool with traffic. If the speed limit says 70 then it's okay to go 5 or 10mph above but be alert!..the last thing you need is a harsh welcoming to California.
As for cameras at the stop light, if you clear the white crosswalk line (from your starting position) before the light turns red, even if your picture is taken, you won't get a ticket.
Do consider paying for parking and not trying to find free parking on the streets since parking enforcement is really strict. I'd rather pay 5-10 dollars for parking than get a 70 dollar ticket.

So true. I think the parking regulation signs are written to intentionally confuse people into getting fined. They'll have three signs up in a 10' span and it practically takes pen and paper to figure out if you can park there.

Thanks for the responses so far, guys. I'm probably going to leave Phoenix at 9:00 in the morning, so I can beat the rush hour traffic here. I don't want to leave too early, don't want to fall asleep on the road either! That means I'll probably be getting into LA (first stop is USC) around 3-4:00, so I'll probably get stuck in traffic no matter how I do it. I'm not exactly sure who to believe on the "stick strictly to the speed limit" vs "go with the flow" debate-- but people argue about that same issue here. I just wanted to know if CA has any special laws or anything regarding speeding that differ than other states. Generally I go the speed limit on rural highways (because you never know who's hiding on the side of the road), maybe just a tad over, and I go with the flow on urban freeways. Also... are the roads pretty well lit up and easy to see at night?
