Warner Center and Woodland Hills is pretty decent as far as L.A neighborhoods go . I guess the same could be said of many parts of la or big city though .
When I went to Seattle just for a few days a few years ago I saw a guy there with a needle stuck in his arm . Lived in L.A my whole life and never saw that here .

Good point. I can't see why people would spend good money to live in most of LA but some places like the Westside are obvious for those who need to work down there. But WH is pretty close to nicer areas so I never figured out why people would choose to live down there. I was by that Home Depot someone mentioned with loads of luxury apartments right next to people camping on the streets and obviously up all night on drugs. I just don't get the allure.

So, if Woodland Hills is not a good area, are there any decent areas with 2 bedroom apts under 3k anywhere in the Valley?

Quite a few office jobs in Warner Center area. Westside prices are much higher especially for newer luxury apartments.

The homeless thing is an issue all over the city of L.A , in places like Burbank, Pasadena , Glendale, etc it's not nearly as bad.

I know in Thousand Oaks , Simi Valley and many other cities in Ventura County you don't see any tents or run down RVs and trash on the streets like in L.A , which is nice.

What are your thoughts on Agoura Hills vs Burbank? Specifically what part of Burbank has decent apartments?

Burbank is great, but most of the buildings are older. Agoura Hills is pretty remote. Do you need to commute for work? Woodland Hills is known to be a pretty affluent community. One person who's unsure about Woodland Hills is just one person. Pretty sure that Caruso wouldn't have put in The Village recently if it wasn't a decent location. Nor all those businesses in Warner Center would stay. My hubby works in the Warner Center and he seems cool with it.

My assistant used to be the Woodland Hills Field Rep for Oakwood. Oakwood got bought by Archstone, which then sold off to AvalonBay and Equity Residential. I think AvalonBay is the one that took over the property there? They've done renovations, but it's still an older building overall.

The Pointe is a nice community. I've toured them before and they were one of the nicer ones. There's also a ton of condo projects over there and owners rent their individual units if you're struggling to find one you like. I'm sure there would be something in budget.

Pizza Cookery is definitely still there.
