There is always traffic now. Non-peak hours are between midnight and 5:00 a.m. Then you're usually dealing with blocked lanes due to construction! There's a reason I almost never go anywhere anymore except to work and back.

Which is why we do have a border crisis. Where will these tens of thousands of people go? Probably directly into already over-crowded big cities, making the problems with traffic, housing, etc. even worse.
