Someone has an invested interest in doing this, and where potential for 'prosperity' exists, someone will always jump at the chance to create the substance you talk of. Small changes already becoming visible are 'Link n Hops' (an Atwater Village favorite) opening a new premises on Foothill Blvd in the coming months, and Backdoor Bakery has made a significantly positive change to the calibre of eating establishments in Tujunga, and is thriving. Many more independents will follow suit, I'm sure.

LA city and county govt probably **** away $150k on fraudulent overtime pay every hour so yes I'm sure they'd spend it on survey and do nothing with the results.

I don't feel like going back and reading like 10 years worth of posts... but I know they are planning on doing stuff with the metro lines in the NE Valley. Isn't the high-speed rail ending up that way as well?

Sunland, just below Tujunga had a drive in theater years ago. Kmart bought the land and built a store there with a huge parking lot, the parking lot never was fully utilised. Kmart closed years ago and now this big and valuable piece of land is still vacant.
