it depends how many light bulbs those watts are going to power. you should be safe in most neighborhoods at night with enough light. what neighborhood are you planning to be in?

Today's Watts is not the Watts of the 1960's to late 80's. Most of the active gang members, especially Afro-American, have relocated further east and northwest, leaving a few of the O.G's who no longer bother with the BS of their younger days. So unless youre planning to be out strolling after 12am, you'd be about as safe at night as anywhere else in Los Angeles.

A long time friend had to move there, so I will be visiting them. Is it a bad idea?

i wouldn't rank this high on a list of good ideas, but not necessarily a bad idea unless you're acting dumb. 103rd and Wilmington is basically the Jordan Downs housing project, which is pretty funky.

As said above, if you're keeping to yourself and not looking for trouble, you're probably fine - but why not meet somewhere outside the area or have your 'friend' come to your house?

They don't have a car. Since it is at night, I didn't think it was a good idea for them to walk.

Default Be Safe Everywhere. Not just South L.A...

Do you have to work there? If so, just play it safe. Thats a low income area, near The Jordan Downs Projects. And like anywhere else in L.A, young hoodrats might hang out nearby.
So if youre driving, try to park near busy well lit areas [shopping centers, etc.] if any, that might be open late. If not, get to know where the bus/light rail (http://la.uli.org/files/ULI_JordanDownsTAP_Web.pdf - broken link)stops are and when they arrive.
