Moving to L.A.
I'm looking to move to L.A.. I might move there when I still have some college to finish. I'm inquiring if there would be a less populated neighborhood where the apartments would be low cost to someone from PA, cause that's where I'm from, but the area would still be considered safe.

Would you be attending college at one of the universities? Do you know which one? What is your rental budget? There are places like you describe scattered all over.

Less populated and you're moving to L.A.? I'm not sure I understand why you're coming. Where do you want to go to school? Cheapest decent place you'll get anywhere safe and nice is about $800+ for a studio with a college nearby. If this is JC, Glendale and Pasadena would be possibilities. We need more details.

I don't really have a budget. I would plan on getting a job like at a Mcdonalds or something to pay for the rent. I don't know what university I would attend. I would already have an Associate of arts degree in Social Sciences by then and I am going for Filmmaking.

Better get a good plan, pick a college, get some financial aid going. Then we can help you better because you'll know which college you want to be living near.

I work for a well-known entertainment company that has a student filmmaker program, but is very selective which schools it selects for its programs...
I would agree with the earlier poster and narrow your choices based on who has a filmmaking program worth making the move to LA -- no sense in moving all the way out here to do a bottom tier program. Better off renting a room or guest house from a nice family for the same coin and going to a school with a half decent program.
I would think your main issue is that tuition will be pricey since you don't get in-state status at public schools until you're here for a few years...

If you want to move to California to establish residency, maybe you could consider Palm Springs, which has a decent service economy and affordable housing. It's also a beautiful place to live. Meanwhile you can be working your way towards your goals.
