Default '15% Ordinance' for "Affordable" Housing Repealed

From Walter Moore's Newsletter:

On October 23, 2008, Villaraigosa signed into law Ordinance 180308, which the City Council passed on a 13-0 vote on October 15, 2008. This ordinance is remarkable because it repealed Municipal Code Section 12.39. That ordinance, in turn, had required developers who got various breaks from the City to make 15% of their units "affordable."

Villaraigosa and the City Council have now repealed that requirement altogether -- and to repeal it retroactively. The new ordinance specifically states: "Any and all Agreements for Development of Units for Lease or Sale ('15% Ordinance'), or such similar agreements, entered into pursuant to Section 12.39 of the Los Angeles Municipal Code are released and rescinded and are of no further force and effect."

So all the developers who benefited from your tax money and other breaks no longer have to provide the public benefit they were supposed to deliver in return. They got the quid, but we're not getting the pro quo.

All of you low-to-middle income folks who were looking forward to being able to afford a unit at the LA Live residential complex, and similar developments, have now officially been assed out! Why anyone in this city continues to believe a word that Villaraigosa utters, I'll never know.

honestly these types of rent control messures(coupled with the other ones LA and surrounding areas like Santa Monica have) only further increase demand and further increase prices, so eventhough i think villaraigosa is a freaking idiot, this isnt one the things that ill say make him that

i'm not in favor of such measures, either, but they appeal to a lot of people who, in turn, vote for people who promise them. i posted the information because it amuses me, not because i'm disappointed.

Aren't all those foreclosed houses in the inland valleys the new "affordable" housing?

For those who want cheaper stuff, would guess Dallas or Houston or Phoenix is cheaper than LA region....who said living in high-cost LA region is a birthright?

Upsides of less affordable housing and fewer welfare recipients in region....generally less street crime; lighter traffic and fewer unlicensed/uninsured/inebriated drivers on roads....

On the one hand we have a city that lets developers build right up to the edge of the sidewalk and create unreasonably dense housing, urban sprawl, & signage blight to no end.

On the other hand we have a city that, doesn't plan the cost of a family and thrusts themselves into the low income class, an across the board income range that trashes the streets with litter, grafitti, smog, and refuses to walk a few blocks to work or take a train/bus if its 5 minutes longer than a vehicle commute.

So if the population really wanted something different, they are going to have to start with themselves.
