there was nothing i saw in it that guaranteed any relief, especially in the majority of the suburbs and industry laden towns where many people live and work(south bay, long beach, southeast la county, basically anything south of LA itself)

I see quite a bit of highway improvements in South LA and in the outlying suburbs, as well as proposed rail lines.
It may not be the best plan, but it looks like a good start.

there are some items that could be useful, like the green line extension and accelerating the crenshaw line that was already planned, but nothing for the blue line(seal beach and los alamitos have been pushing for an extension to run into the area) and only some minor things like i5 widening between the 91 and 605, which when you look at the size of the freeway already, is going to be something that is extremely difficult to actually accomplish unless they plan on taking away access to the businesses that use the frontage roads bordering the freeways
one of the primary problems in the southbay, 91 fwy corridor, and southeast la county in general is commercial traffic(originating from the port and from the industry located in the south bay). there is not one bit of relief promised here other than vague promised "improvements" to the 710. a trucks only lane/freeway/whatever is necessary along the 710 and should be added on the 91 all the way out to the 15 fwy(which la county cant accomplish alone obviously, but you need to start somewhere). either that, or followup on other projects that have been talked about like using the rail system to ship the containers to a loading station located in outside of the LA basin(such as bakersfield or somewhere else) that would get the majority of that traffic out of LA

I agree. Although I am generally against new taxes, our public transportation desperatelly needs improvement.
