IS there any budget airline? how much?
Is it possible to get the ticket one hour before flying off to phoenix?

What are the cheap airlines? how do i buy the ticket from LA?

i'm a foreigner. Please help me.

Either of the airlines that Charles mentioned will work. However, you won't get the cheapest rate by booking 1-hr before the flight. Go to Southwest.com or USAirways.com (USAir merged with America West).
