Best for what? Cheap housing? Safety? Schools? Weather? Commuting time? To where?

It depends on what your definition is of "Best". One persons best may be another persons worst.
What are you looking for?

In addition to Pasadena, I'll also add Burbank, Sherman Oaks, Woodland Hills, Calabases, Agoura Hills and West Hills(though this is getting far away from LA proper).

Depends where is one's office (and time of day of one's commute), budget, kids/no kids...and weather/air quality
If ample budget, suspect most singles and families would prefer to live in BH or Brentwood (N of Sunset); likely work in CentCity; can afford pvt schools...land/housing prices in elite parts of Westside seem to confirm its desirability
If middle-income family, excellent public schools and cheap, newer housing are gating issues (as well as cleaner air and more temperate weather). Would guess Irvine works best, esp for the many engineers and professionals who work in the various tech cos. in Irvine corridor
Know of many senior execs who work in 1000 Oaks corridor who suffer the daily commute home to Westside, simply b/c 1000 Oaks area lacks decent weather, dining or schools...or many educated professionals in the land of "trailer park deluxe"....retired clowns (sorry, entertainers) and porn stars tend to age poorly, much like the suburbs in which they reside

The Japanese didn't bomb Pearl Harbor either.
I wonder how the overwhelming majority of schools in Thousand oaks (and the Conejo Valley, and the 101 corridor from Calabasas through Newbury Park) rank API 9/10 or 10/10.
