We are moving to LA in two months. Seeking for a safe and baby-friendly area(parks, sidewalk, library, etc.) to live.
Ideal rent: less than $1500 per month.
Ideal area: less than 20 minutes transportation from Palos verdes hill.

Ideal rent for what? A house? Apartment? 1br? 2br?

Those variables could vary the price from $1000 to well over $3000

There are some great apartment rate deals in West Torrance in the various apartment buildings lining Anza Ave, approximately the 20000 blocks area. Great neighborhood, very safe and family friendly. And you can zip up Anza Ave or nearby Hawthorne Blvd to PV quickly at any time of day. One of the names is Seville Apartments. I don't recall the other names, but there are blocks of them on Anza Ave. There are also apartments in West Torrance closer to Del Amo Mall that are not horribly expensive but are closer to PV as well. Basically, Redondo Beach and West Torrance are your best bets for proximity and the possiblity of rent you can afford if you look in the right places. The rest of Torrance is not bad either. You can also try Lomita, which is very close to PV. I would not go east of the 110 freeway, nor to San Pedro area for safety reasons. Those neighborhoods are dicey. Stay away entirely from Harbor Gateway area as there are deadly serious gang issues there and a gang race war off and on - just dangerous as hell there. That whole area of southeast Torrance/Wilmington should be avoided. Go west, as much as you can afford, the neighborhoods are better and safer. Also, school districts are an issue. Lomita is LA Unified which can be pretty dicey at times. But Torrance has it's own district which is very good. All the beach cities have their own good school districts too. So if you have school age children I'd take that into account. Good luck!

Oh, also look at apartments on Emerald, Madrona, Spencer Streets in West Torrance. And 190th street in West Torrance. Amie in West Torrance. There are loads of apartments in that whole area between Anza Ave and across Hawthorne Blvd as far east as Madrona/Prairie Ave as long as you don't cross north over Del Amo Blvd. There may be good places there too but I don't know them and they are not the area I am recommending off hand here. There are apartments in South Redondo along Prospect Ave and also along Anza Ave near PCH that may be good fits for you too. That entire area is close to PV and family friendly and good school districts.
