I am thinking here of LA County (but nothing beyond). Everyone has their definition of "best" but I am thinking here of artistic merit over album sales.

a lot of big punk bands came out of LA. you also have to be careful about how you define 'from LA'. a lot of the bands mentioned came together in LA, but the members are from all over the country or the world (ie van halen).

While we're splitting hairs here - Metallica technically did form in Los Angeles in 1981, but they relocated to San Francisco in 1983. Since they really have spent most of their career living and working in San Francisco, I'd consider Metallica more a San Francisco band than an LA band.
Megadeth and Slayer, on the other hand, are definite LA bands, and I'm surprised nobody has mentioned them yet. I'd also add Tool to the list.
