That's a good question. I suspect the need for a physical address has a lot to do with the fact that voter registration is tied to DMV registration. You wouldn't want people voting in an election where they don't actually live. Maybe the DMV has a special form for people without a fixed address.

I used to think this, then I realized how the crap that goes into laws, all the backhanded deals, lobbyists, etc. All the fake penalties, all the dishonest penalties, all the "legislating morality" and other stuff. I think you are right, people don't respect laws enough. But lawmakers also don't respect the people while they "serve" their constituents. This kind of thing is a two way street, in my view.
