Is there a rent control in city of Encino,ie 5400 New Castle Av.?

Encino is not a city. The area is the City of L.A. and there is rent control.

Yes, Encino is part of the City of Los Angeles, but rent control is a capricious thing. It only applies to multi-family dwellings who issued their first certificate of occupancy before October 1, 1978. Newer buildings are not under rent control. Condos are also exempt. I Googled the address, and I think those are indeed condos. Sorry.

we move to this unit the owner rented it to us
we told hem we were bounced from unit to unit because culver city has not got rent control owner said no problem (I think a descloser for newer building exemption was manditory now we have to move again no need for excuse evected 60 day notice
