I live in the 90016. In terms of safety, you should treat the residential neighborhoods and the main streets differently. The neighborhoods are reasonably safe, about average for the city. I've lived here for years mostly problem free. There is some tagging in the residential neighborhoods, and the burglary and theft from vehicle is about average for the city: on par with East Hollywood, for example.
There are a couple of industrial streets that are clearly worse: Jefferson Blvd, parts of Adams. These streets have a lot of empty businesses, and thus drugs and prostitution can sometimes be found in places that aren't otherwise used.
So the neighborhoods are okay, and the main streets needs work. There are several committed community organizations, and I think, on the whole, the future looks bright for the 90016.
