I am having a difficult time on whom to contact and am asking assistance from anyone who can help. I live in an apartment building in Los Angeles County. We have no onsite manager and we have 25 units, recently they brought in a new manager that does not reside at the complex. Most of the tenants are having trouble, like I am getting maintenance, questioning the security of the building (there is a call box on the front that doesn't work, and no security doors keeping people out) also the manager is strong arming almost everyone, and just recently is bringing in section 8 renters, on a building that is not section 8. If you know whom we can contact, or ask for assitance. Please Help! Thank you ever so much.

You should try this link first:

Home

There is a hotline number listed - 866-557-RENT.

Please keep in mind that L.A. City is different from L.A. County. The City of Los Angeles has rent control (for multi-family buildings built before October 1978), but there are incorporated cities within the county that have their own laws, like Santa Monica for example.

You need to let us know what jurisdiction you fall under first; then we'll be able to help you more.
