One thing that hasn't been mentioned is that the LA County Commission on Human Relations has been tracking hate crimes for a long time. Their annual report is here:

They are picky about what constitutes a "hate crime" so their numbers should be taken as a baseline. The trend is clear: most victims of racial hate crime are black, even though blacks are only about 10% of the population. On the other hand the numbers are really pretty low.
I'm not sure about the notion that blacks are being "pushed out" of LA by Latinos or anyone else. True, they are leaving. But this is partly because LA's black population is more middle-class than in other cities. Middle-class people are more mobile than working-class people. Also, while renters can certainly be displaced by immigration and gentrification (both of which push up rents) homeowners cannot be. Black homeowners are leaving because they can--because people want to buy their houses. Many of those people are Latinos and immigrants. If you want to live in a city where there is little immigration, little gentrification, and little pressure to leave, try Detroit.
