In a typical year, the Bay Area has higher salaries and more IT jobs, but also has a higher cost of living. I think the Bay Area has a slightly better employment rate right now, but I don't know about within the IT field specifically. It will be difficult to find a job in either location. Of course what's "typical" has now been thrown out the window.
