The general rule is ALWAYS READ THE SIGN on the parking meter. Between street sweeping hours, permit parking rules and enforcement hours there are so opportunities to get a ticket that you must be vigilant. In Santa Monica they have sensors in the ground so they dispatch an enforcement agent as soon as you aren't supposed to be there.

There are no general rules. It varies from city to city, neighborhood to neighborhood and meter to meter. Good luck

I just park at the meter that it's says 2 hour parking 8 am to 8pm except sundays does this means I don't have to pay sundays?

I just moved here from Oakland. There, they changed the rules last year so that they check until 8PM instead of 6PM. There was a huge brouhaha so they changed it back. But Sundays have always been freee.
Just check the signs in the area where you park. Obey the laws and you'll be fine. Its different in each area.

Yes, and you can park all day Sunday without moving

I remember when I first moved here being confused with the signs. Now after a year I read them like it's second nature. just read them and you'll be fine. I've had one ticket the past year and it's only because I was too lazy to wake up and move my car.

It helps to familiarize yourself with national holidays when parking enforcement is off, which is posted on their website. For example, I was in Westwood Village on MLK Day and all the meters were on and peopled were feeding them like any other day. But it as a federal holiday and listed as such on the parking website, so I didn't pay and left my car for over three hours in a 2-hour limited spot. The city basically stole a bunch of people's money that day. I believe Columbus Day and Presidents' Day are also non-enforcement days that the general public usually forgets about.
