The buses are ok, but not as useable as you would like.
For downtown use they are sufficient, like if you get on at the depot or at Cajun Field, but otherwise, not that useful.
There are quite a few taxis, but pretty much most people still use a car.

I used to ride the bus from the Acadiana Mall to UL everyday for summer classes one year because gas was so damn high. It wasn't bad, actually relaxing for someone who gets tired of driving through so much traffic on Johnston.

Buses shut down early and don't run on certain holidays. Some areas don't have bus service within easy walking distance.
